Motor Vehicle Excise Abatement Application

  1. Please Note:

    • Filing of this application does not stop collection of this tax.
    • Incomplete applications will not be accepted.
    • When applying for an adjustment, it is the responsibility of the applicant to contact us for a new amount. A new bill will not be issued.
    • Refunds will be issued for overpayments.
    • No excise may be reduced to less than $5. No abatement for less than $5 will be granted and no refund of less than $5 will be made.

    Leased Vehicles - If the vehicle you are applying for an abatement on was a leased car, please do not apply - call the leasing company for a refund, they will need to apply for the abatement.

Two documents are required to file for an abatement when the vehicle was sold or traded: the Bill of Sale (with VIN number on it and signatures of buyer and seller) and the plate cancellation receipt from Registry of Motor Vehicles or new registration if the plate transferred to another vehicle. Two documents are required to file for an abatement when the vehicle was given to someone: a Gift Receipt (with VIN Number on it and signatures of both parties) and a plate cancellation receipt from Registry of Motor Vehicles or new registration if the plate transferred to another vehicle.   14. Do you currently have a DV plate on your vehicle?*

    If you have a DV plate or have a letter from the Registry of Motor Vehicles (Medical Affairs Department) stating you are eligible to receive a DV plate, but choose not to have one you may be eligible for an abatement.

  16. Letter from RMV stating you are eligible to receive a DV plate.

    Files must be less than 2 MB.

    If you already have a letter from the RMV stating you are eligible to receive a DV plate, please upload the letter to apply. If you do not have a DV plate or a letter from the RMV, please contact the RMV Medical Affairs Department at 857-368-8020 to find out if you are eligible and to receive a letter.

    You can apply for the abatement once you have received the letter from the RMV.

  17. 2 documents are required to file for an abatement when the vehicle was stolen or was a total loss:

    1. an Insurance Settlement Letter
    2. a plate cancellation receipt, C-19 Form (Affidavit of lost or stolen plate from RMV) or new registration if the plate transferred to another vehicle.

    Note: the Insurance Settlement Letter must show that the insurance company has taken possession of the vehicle. Offer Letters or letters that show the vehicle was deemed a total loss will not be accepted.     Please note that the settlement letter must show that the insurance company took possession of the vehicle and should have the VIN Number and date they took possession.

Two documents are required to apply for an abatement when a vehicle was repossessed: a notice from lienholder and a plate cancellation receipt, C-19 Form (Affidavit of lost or stolen plate from RMV) or new registration if plate transferred to another vehicle.     Please note, the junkyard receipt must have the VIN Number included to be valid.

  29. Two documents are required to apply for an abatement when a vehicle was returned. The required documents are a letter from dealer certifying return with VIN Number and plate cancellation receipt, C-19 Form (Affidavit of lost or stolen plate from RMV) or new registration if plate transferred to another vehicle.   33. 2 documents are required to apply for an abatement when an owner has moved out of Lexington, but has remained in Massachusetts.

    1. Proof of residency before January 1 of tax year bill (e.g., utility bill before January 1 of tax year bill, voter registration, lease)
    2. Proof the Registry of Motor Vehicles (RMV) was notified of address change before January 1.

    Notes:

    • You are not entitled to an abatement if you moved to another Massachusetts city or town during the same calendar year of the excise tax.
    • You must notify the RMV within 30 days of moving and before January 1 to be billed by your new city or town next year.

  36. If you have moved from Massachusetts, cancelled your MA plate and have re-registered your vehicle in another state, you may be eligible for an abatement. Two documents are required to be submitted with this abatement application. The documents required are the MA plate cancellation Receipt and your registration from your new state.

  38. Files must be less than 2 MB.

  39. Must state that you have lost the use of either both arms or both legs.

    Files must be less than 100 MB.
    Allowed file types: gif jpg jpeg png pdf.

    To be eligible for this exemption, you must provide a letter from your doctor that states you have lost the use of both arms or both legs.

  40. To be eligible for this exemption you must provide either a Certificate of Legal Blindness or a letter from your doctor that states you have permanent vision impairment of both eyes of the magnitude set out in Massachusetts General Laws, Ch. 60A section 1.

    Must provide Certificate of Legal Blindness or letter from doctor.
